Taylor Woodrow has entered Devon County Council's highways framework as part of a refresh of contractors for the next four years.
The Vinci-owned contractor is the only completely new entrant on the renewed framework. It joins four incumbents on the main £48m resurfacing and reconstruction lot.
Taylor Woodrow Infrastructure will work alongside Cormac Contracting, E & JW Glendinning, Kennford Tarmacadam and Tarmac Trading when the framework starts in September. The five replace a seven-strong line-up on the previous deal.
Colas has lost its place on the main resurfacing lot but retains a foothold after securing a place on the separate smaller pavement recycling lot worth £3m. South West Highways has dropped off the framework completely.
Aggregate Industries also disappears from the main lot, although the business, now operating as Holcim UK following its rebrand last year, has secured a place on the £3m in-situ pavement recycling lot. Holcim will work on that package with returning contractors Colas and Connor Construction South West.
Devon received nine bids for the main resurfacing lot, with four firms unsuccessful including Holcim, Associated Asphalt, Connor Construction and Hanson Quarry Products Europe. The four-year framework runs from September 2026 to August 2030.
