Truro's annual Bonfire Night and fireworks display has been cancelled for the second year in a row.
Organisers said the popular event requires extensive discussions and safety plans to ensure it can go ahead, but despite everyone's best efforts, it will not take place.
Truro City Council said the event was expected to attract 5,000 people, placing it in the "enhanced tier" under the Government's Martyn's Law legislation.
The legislation requires organisers of large public events to implement enhanced measures to protect people from harm. The law does not take effect until next year, but the Council said local councils are being encouraged to act as if it is already in force.
The potential venue was Tremorvah Playing Field. The city council said extensive discussions took place covering road closures, ticket entry, managing crowds inside the event and while accessing and leaving the site, providing effective communication, and securing emergency support.
However, they said it would not be possible to stage the event safely within existing budgets and resources while keeping it affordable for residents and avoiding adverse effects on those living around the playing field.
The Council said they understand the decision will disappoint the community and they will continue to explore options to overcome the challenges this year.
They added that they aim to stage a safe and affordable event in the years to come.
Truro City Council Town Clerk David Rodda said: "Truro City Council can only stage events where it is satisfied that it can do so safely and within available budgets. Despite our best efforts, it was not possible to do that this year whilst keeping the entry price at an affordable level and whilst ensuring that we meet the necessary requirements of an "Enhanced tier" event under Martyn's Law. I know this will be a disappointment for many residents."
Residents have expressed their disappointment, with one saying "So that’s that finished indefinitely now I’d guess .. for a city it offers very little."
Another said: "Truro, the failures are all around us, no surprise, no thought of having a safe aerial display we can all see in the sky with no attendees at risk and controllable expense? Too much to hope for from the council of the glums."
"Shocking decision," said a third.
Another added: "Sorry but this is pathetic."
