Wednesday, 2 September 2026. Cornwall Council and Homes England, the government's housing and regeneration agency, have signed a new partnership agreement to strengthen joint efforts to deliver regeneration and new homes for local communities.
The two organisations are entering into a Memorandum of Understanding, reaffirming a long-term commitment to work together to support Cornwall's growth, housing and regeneration ambitions.
The move brings greater formality to an existing strong partnership between the council and the agency. It provides a framework for exploring opportunities and aligning priorities, focusing on five key areas.
It builds on a strong track record of working together to unlock housing and regeneration opportunities across Cornwall, including large scale delivery at St Austell, Truro and Newquay.
The agreement comes as residents across Cornwall continue to feel the impact of the ongoing housing crisis. More than 20,000 households with a connection to Cornwall are currently registered in housing need, while around 800 households are at risk of homelessness and are being supported by the council in temporary or emergency accommodation.

At the same time, increased construction costs are making housing developments more challenging to deliver in our more affordable places to live, leading to stalled schemes and vacant sites.
In agreeing to sign the Memorandum of Understanding with Homes England, Cllr Peter La Broy, the council's cabinet member for housing, said: "The establishment of the Place Partnership with Homes England is an important step in bringing together expertise, investment opportunities and resources to help deliver the homes our communities need.
"Affordable housing remains one of our biggest priorities. By working closely with Homes England, we can strengthen our ability to unlock sites, support housing projects, attract additional funding and increase the supply of affordable homes for local people.
"This agreement reflects the scale of Cornwall's housing challenge, but also our ambition to tackle it. Ultimately, it is about creating more housing opportunities for residents and helping ensure that people can continue to live and thrive in the communities they call home."
