Plans for 75 St Agnes Homes Among Latest Cornwall Applications

Plans to build 75 homes in St Agnes, a new banking hub in a Cornish town where high street banks have closed, and a new hospitality suite for a promoted rugby club are among the latest planning applications submitted to Cornwall Council.

Every week more than 100 applications are validated by Cornwall Council and we have selected some of the more interesting proposals and decisions. All planning applications submitted to the council have to be validated and are available for inspection by the public.

The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees.

No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council’s website.

Obsidian Strategic has applied for outline permission for up to 75 homes in St Agnes.

The residential development to the west of Park Kres, Penwinnick Road, will include 30% affordable housing if approved. Its appearance, landscaping, layout and scale would be revealed at a later reserved matters stage.

The site extends to approximately 3.3 hectares, with around 2.03 hectares proposed for residential development. The remaining land would be retained for green infrastructure, including drainage features, landscape buffers, retained vegetation and areas of public open space.

A supporting statement says vehicular access to the site is proposed from Penwinnick Road and will be designed to meet adopted highway standards. Pedestrian and cycle connections will also be provided to integrate the development with surrounding areas, including the existing public right of way to the south west and the St Agnes to Truro Saints Trail cycle path linking St Agnes and Truro.

"Public open space has been carefully designed to comply with policy requirements and to deliver a network of usable and attractive spaces. These areas will support recreation, habitat creation and wildlife mitigation, while retaining and reinforcing existing trees and hedgerows to strengthen landscape character and connect the site with the wider countryside setting."

Immediately to the north, and to the east on the opposite side of the road, is the recent 39-property development at Fordh Kober, along with a proposed Co-op convenience store. To the south lies a small to medium-sized commercial premises, while the western boundary adjoins agricultural land.

To the south east, a rural exception site for 36 dwellings is currently under construction.

The site falls outside the Cornwall National Landscape but is located within the Cornwall and West Devon Mining Landscape World Heritage Site. Additionally, two Grade II listed buildings are located approximately 90 metres to the north and a Scheduled Monument lies around 250 metres to the west.

As a result of high street banks closing in Camborne, an application has been submitted for a new banking hub in the former Santander premises in Trelowarren Street.

The applicant, Cash Access UK Limited, is a not-for-profit company set up by several UK banks and building societies to enable consumers and small businesses to access cash, deposit and basic banking services where they are needed across the UK.

A supporting statement says: "The proposed use of the building as a banking hub will deliver significant public benefits in light of the closure of banks in Camborne. This facility will provide essential community infrastructure, safeguarding access to cash and face-to-face banking services for residents who need practical financial support, particularly those who may be vulnerable for a range of reasons.

"Such services remain vital for many individuals and small businesses who continue to rely on them."

The proposed works include the installation of an external ATM, removal of the existing external ramp (to be replaced with an internal ramp), adjustment of the entrance door to accommodate new floor levels and replacement of the shopfront glazing with toughened glass.
